I do not get water thru my telltale when my 1997 1...

I do not get water thru my telltale when my 1997 135L outboard is at idle and very little to nothing when I rev it up. The motor has a new water pump and I have it hooked up to the garden hose at my house. any ideas? Thanks Bill
